How to show a submenu in a second row below the main menu with CSS if it is part of the main menu's list? [closed]

Submenus in WordPress are realized with two lists (ul with li elements) and the submenu is part of an li element of the main menu. Since it is nested in the main menu in the code (that is what WordPress gives me), is it even possible to show that menu below the main menu in a second row? Sure, I could show it on mouse hover with position: absolute (like nearly all submenus are implemented in WordPress), but I want the second row to stay visible after the link has been clicked. I somehow achieved this, but it only works on full desktop width. As soon as you make the screen smaller and the main menu line breaks, it completely messes up.
